A graduate nurse is not licensed until after they pass the state exam, they can work as a nurse before that UNDER another licensed nurse's license and that means the licensed nurse takes the fall for any fuck ups! Who is willing to do that?

State of emergency should automatically end the term of the governor who declares it.
So lets think this through. So the national guard is mobilized to combat the self made staffing shortage. So who makes up the medical people staff in the national guard........ well mostly people who currently work in the medical field. So they will just essentially shuffling people around the state efficiency will drop off dramatically. I wont be surprised if they end up robbing staff from upstate just to staff the city. This might turn out to be a worst blunder than the original order.
