The one penalty I did find in there was that they can be docked double-pay for the time they spent striking, meaning no only would they not be paid for the time they were on strike, they would need to pay the state the equivalent of their wages for that time as well.
...which can probably only be enforced if they return to the job. I suspect if they quit, even this penalty could not stand.
