Bolt action so they're legal just like a bolt or pump rifle with threaded barrel. Only semi-autos are restricted .
They're NOT semi-automatic.
BTW: I have one too.

Like the Safe Act registration-only 43,000 registered AW's, when over 3 million were estimated to be in NYS................Palmetto was sued by Auntie for selling 80% ers...........auntie wanted the buyer info too and for Mean Arms mag locks.
I guess all "contraband arms "were sent away? Only a house to house search of all homes upstate and on LI may solve the mystery.

When this law was passed, you had 180 days to comply. Once the 180 days were up, you were out of compliance if your New York compliant semi-auto rifle was not serialized (pistols were obviously excluded since you had to have them on your permit from the get go meaning you had to build out of state and transfer as fully compliant all along including the serialization). To come into compliance, you would need to have your otherwise NY compliant semi-auto rifle serialized (easiest if you are just dealing with a lower receiver). IMO, the intent of the law was to require everyone with an un-serialized rifle built after 1968 upon passage of the law through the 180 day grace period when the law would take effect, take it to a NY FFL and have it serialized and the serial number registered and have a background check done. Also, IMO, the unintended consequence of the law was that those following the law closely through the process and at any time before the law was passed you could have it serialized in NYS or out of state, thus circumventing the need for a NYS FFL to register it and do a background check (already serialized and possessed prior to the law, so no longer a ghost gun and no requirement to have it registered). Any NYS compliant semi-auto rifle serialized before the 180 day grace period when the law would take effect would under the law would be legal to possess, but at that point was required to have a serial number done, a background check done and to be registered all by a NYS FFL.
Since we are past that and the law is fully in effect, the following steps may be a way to comply without punishment unless of course you are caught with the un-serialized rifle in your possession in NYS which under NYS Penal law section 265.01 is criminal possession of a weapon in the fourth degree.
Potential Steps:
1. Get your NYS semi auto rifle purchase/possession permit
2. Make sure your un-serialized semi auto is NY compliant (easiest to just remove the lower and trigger group)
3. Smuggle your un-serialized semi auto lower receiver to the free state of your choice with the closest being the Commonwealth of PA (check PA laws your self, but it looks to me like it's legal for you to build a semi auto rifle that meets Federal standards in PA without a background check if it's not intended for sale) in a manner that meets NYS and Federal law for transporting a firearm
4A. Take to your choice of shops that will engrave firearms (expect to stay with the gun if they don't have an FFL) and engrave to FFL specs
OR
4B. Give to your buddy in PA and let him take care of the serialization and shipping from a PA FFL
5. Take to your choice of PA FFL and have shipped to your choice of NYS FFL and pay the transfer fee
6. NYS FFL will likely charge you an additional fee to register it (unsure as I haven't had the experience yet) and will register the gun (required for taking possession after the law was passed) and give you a purchase/possession coupon to take to your local licensing authority/PO PO to have it put on your permit
7. Return to NYS FFL with coupon and do the background check and pay the fee
8. Return home with your NYS compliant semi auto gun and add the NY compliant components as needed for a NY compliant semi-auto rifle that is now registered in NYS and listed on your pistol permit
OR
Take up engraving, get into Mr. Peabody's way-back machine and engrave it prior to the laws passage
OR
Hide it along with all of those bayonet lugs, grenade launchers, vertical grips, fore end grips, threaded barrels, flash hiders, muzzle breaks, adjustable stocks, high capacity magazines, binary triggers, machine guns, mortars, light sabers, etc. that you already have buried under your porch and wait for a Supreme Court decision that nullifies the NYS "ghost gun" law to bring it back into the light.

The "Register" and "Registration" for which you speak: are you referring to the data kept by the State since their taking over NICS checks for NY Dealers? un_SAFE Act Registration of an AW?
A Dealer is to log in/out in his Bound Book Guns, but that's Federal, that said, The State has demanded that Dealers submit their Records to the NYSP either once or twice a year.
I wonder IF one were to buy an 80% lower and have it engraved, then brought it into NY how that would work out? The Dealer by Federal Law cannot legally Log it in/out or do a NICS Check because it's a "non-gun" until it's a finished into an operational lower. (both AR and Glock copies) perhaps the same Form Dealers have to use when running a BGC for Muzzleloaders? (those too are non-guns and it's prohibited to use the NICS check system)

And it means that each and every pol that voted for it, and every law enforcement person who enforces it, are now subject to prosecution.
NY can HOPE that all they see is all of these laws wiped out. In a just world they would all be looking at long prison terms.
