How do I buy a pistol from an individual?

I see a pistol that I want/need/can't live without on Armslist and the seller is in my town.
How do we make the sale / transfer in Onandaga co?

The paperwork that came with my permit packet says to get a notorized bill of sale and sashay my happy ass to the Permit Office to have it added to my permit.
Is that it? No NICS? no FFL?

Can we both show up to the Permit office and forgo the bill of sale?
Is it done on the spot or is there a delay as seen in other counties?

You need an ffl/background check. Call and find out what the ffl will charge you.

Call the ffl first. I went through this and the brilliant ffl I went to couldn’t do it as “the person who does the logging” wasn’t available. We ended up going to a second shop and that went fine.

Here in Oneida we:
Got bill of sale from seller.
Pistol permit office gave green coupon and put on permit.
Met seller at Runnings. Runnings transferred.

I spoke to the Onondaga Pistol office and she said to go to a FFL.
Their website and the handouts received during my pistol class don't mention FFL or NICS.

I asked my local Runnings about transfers and they said no.
Which sucks as they're but 4 minutes from my house if I hit the red traffic lights.
If I stood on the roof, I could probably see the store.

Oswego County: here we...go with seller/buyer to FFL-ask him to transfer to buyer from seller. He writes up paperwork for PP Dept, gives buyer and seller each a copy , so buyer can amend his permit to add, and seller can amend to delete. FFL does NICS check same time. At this point seller is done, except for amending his permit. Handgun left at FFL for buyer to pick up after his trip to PP Dept to get coupon etc.

You are correct. Runnings no longer allows transfers from online FFL. But they do private transfers from one to another. So the seller could do that.

Just did that last week.

A lot won't. They don't want to do the ftf transfer for $10. If the seller ships or brings it to them in advance they would be happy to do it for the full fee.

And do a p12 in and out. And give a receipt to the buyer and seller. And if the buyer buys more TWO or more handguns in one week i have to fill out a multiple hg purchase, send one copy to the feds and snail mail one to the local LEO.

All for $10. No fucking way. Those that want it for $10 will never be future customers anyway.

I got tired of people telling me the law says i have to do it for $10. The law does not require i do it at all. So now, thanks to all of those individuals , we dont do private transfers......Unless i like you......and we all know i am a fucking cunt, so it is highly unlikely!
