In total, 3,608 bears were taken in 2020. Of these, 1,177 were killed with general firearms, 1,041 with special firearms and 955 with bows.

"Special firearms"... they're referring to shotguns and muzzle loaders. That's what is allowed in my area as per DEC (no rifles).

I remember a similar incident with 2 hunters a long time ago (when I was a kid.)
After a long day of hunting with my dad on public land we headed back to the road/ parking area and found troopers everywhere. Troopers said there was a shooting. Two hunters started off into the woods before sunrise. the one hunter walking behind was loading his rifle and tripped while lowering the hammer (Marlin/ Winchester rifle..??? ) and shot his buddy in the back, killing him.

In PA I’m sure they mean muzzleloader or flint lock ( flit locks are viewed differently than a for hunting season purposes in PA)

Yea, the ones I'm thinking of are very dangerous indeed.
But there shouldn't be a bag limit on vermin. It's a public service to eliminate them.
