I believe most NYS pistol permits given are "possess on premises" is this correct?

I live in Westchester County and am going through the app process now.. I was told no one really gets an unrestricted, full carry permit in NYS unless you have are in security, own a business, carry large sums of money, etc, etc.. if that's the case, does everyone's permit say "possess on premises" but you have the right to conceal carry to/from range, hunting, sporting events, etc?? am I off?

i'm asking because I did not specially ask for a premises permit.. I checked off "concealed carry' on the app.. and gave reasons (hunting, sporting, target practice, etc)
I am not a business owner.. I'm assuming everyone else filed the same type of app and selected the same category.. If so, what was your outcome? what does your permit say in the front?

Possess on premises is more of a NYC thing, if im not mistaken.

Restricted means you can use it for gun range, hunting whatever. Just not conceal carry.

I could be completely wrong. But since youre in Westchester, good luck.

I got my unrestricted permit right off the bat in 2002 in Oswego county. Everyone that I know that got their permit after me got the sportsman restriction. My father is a business owner that has a lot of cash and he was restricted. My wife got her restriction taken off last year.

An overwhelming majority of counties in New York issue permits to "have and carry concealed." And a good many of those counties either issue with no restrictions or allow the permit holder to apply to have restrictions removed after a year or two.

Depends on the county. I got my unrestricted right away. Other places you have to work for it meaning have a restricted for a few years then reapply to get them taken off.

You will be denied. You have to check target or sportsman. More than likely target is what you'll get.

Monroe county almost always issues unrestricted permits. I got my permit in '94. I put "hunting and Target" on the permit, but got unrestricted.

I got unrestricted in Wayne off the bat last year. I wrote a letter to judge. No idea if that was needed or not. As you get closer to NYC your odds of this decrease. You sure as shit won't be carrying around NYC. My permit says specifically not valid to carry in NYC unless issued in NYC.

As mentioned above, the counties vary greatly on this issue.
For instance......in my county, Chautauqua, there is only one type of permit given....unrestricted.

I went through an NRA sponsored organization for the app process. They also are an FFL and certified firearms safety, etc trainer. The app only alllows you to pick one of three options.. (carry concealed, possess on premises, or possess/carry during employment)

I was specifically instructed to select "carry concealed" see attached..

I believe Livingston eliminated all but full carry years ago. I don't think you can even get a restricted one if you want here.

I applied in Erie probably 15 years ago. I was told to apply for hunting / target and then request restriction removal afterward, which I did. The thought process of the instructor was that you wont get it right off the bat anyway.

Got my restrictions lifted a couple years ago.

PL400 - but only thing you'll find there is two types of permits (note "To have and possess" = premise and "To have and carry concealed" = carry). There is nothing in penal law that talks about administrative BS.

2. Types of licenses. A license for gunsmith or dealer in firearms shall be issued to engage in such business. A license for a pistol or revolver, other than an assault weapon or a disguised gun, shall be issued to (a) have and possess in his dwelling by a householder; (b) have and possess in his place of business by a merchant or storekeeper; (c) have and carry concealed while so employed by a messenger employed by a banking institution or express company; (d) have and carry concealed by a justice of the supreme court in the first or second judicial departments, or by a judge of the New York city civil court or the New York city criminal court; (e) have and carry concealed while so employed by a regular employee of an institution of the state, or of any county, city, town or village, under control of a commissioner of correction of the city or any warden, superintendent or head keeper of any state prison, penitentiary, workhouse, county jail or other institution for the detention of persons convicted or accused of crime or held as witnesses in criminal cases, provided that application is made therefor by such commissioner, warden, superintendent or head keeper; (f) have and carry concealed, without regard to employment or place of possession, by any person when proper cause exists for the issuance thereof; and (g) have, possess, collect and carry antique pistols which are defined as follows: (i) any single shot, muzzle loading pistol with a matchlock, flintlock, percussion cap, or similar type of ignition system manufactured in or before l898, which is not designed for using rimfire or conventional centerfire fixed ammunition; and (ii) any replica of any pistol described in clause (i) hereof if such replica--

You have to use the county website. Not the state.

It's the same application that's on the NY State/govt website.. but according to the above PL400 statement there are 5 types of licenses (noted as A-E). The only one most of us qualify for is: (a) have and possess in his dwelling by a householder...that is not a concealed carry at all... "B" is similar but allows you to keep at your place of business if you are a business owner/merchant. The other ones, C-E are concealed carry, but only for bankers, money messengers, govt official, correction officers, etc.

Obviously there is a process to upgrade it to concealed carry but my understanding is that this process is extremely difficult and rare in Westchester County. I can't speak for those further up north..
