I am a CCW permit holder in Monroe Country. I bought a black powder revolver last week. I got a normal receipt from cabbalas fitting the description. I took the receipt to the pistol office and they tell me I need to go through an FFL for a cap gun. I'm perplexed, because a black powder gun isn't a fire arm and you can buy it like a loaf of bread at the market. Only when you want to shoot it, do you have to get it added to your permit. I tried to explain this to a bunch of people at the county office, with zero luck. A long story short, I call the store where I bought the cap gun and another FFL and am told exactly what I already know, it's not a firearm and it can't be put on their books. Any ideas on how to get this straightened out and on my permit so I can shoot it?
