I am a CCW permit holder in Monroe Country. I bought a black powder revolver last week. I got a normal receipt from cabbalas fitting the description. I took the receipt to the pistol office and they tell me I need to go through an FFL for a cap gun. I'm perplexed, because a black powder gun isn't a fire arm and you can buy it like a loaf of bread at the market. Only when you want to shoot it, do you have to get it added to your permit. I tried to explain this to a bunch of people at the county office, with zero luck. A long story short, I call the store where I bought the cap gun and another FFL and am told exactly what I already know, it's not a firearm and it can't be put on their books. Any ideas on how to get this straightened out and on my permit so I can shoot it?

Just keep it as a paperweight and "never" shoot it....

Get it in writing from their office on their letter head and then call the people they answer to. It's total bullshit in New Yorkistan to do anything regarding a firearm.
If it were me after I get something in writing about it being a cap gun I'd go shoot it and let the chips fall where they fall.
Blackpowder handguns are fun to shoot, I have a stainless 45 caliber ruger old army, a 36 caliber old navy and two 45 caliber old school single shot cap loch handguns.
I need to build a little stand for loading them if I can ever get the extra time.
What did you buy?
Also make sure you grease the ends of the cylinder before touching it off so you don't end up with a chain fire and loose a couple of fingers or an eye.

I actually have two, a 1858 & a 1860 both made by FLLI Pietta. They are great looking cap guns, real authentic looking. I'll give it a few more days and go down again. Hopefully I get a better result and find someone with a little more knowledge. If there are any FFLs out there who will put a cap gun on their books let me know. I have a very dangerous weed wacker that should be classified as a weapon as well.
I have added several black powder, an FFL dealer who has a state licence can write you an official reciept without running it through their books, as it does not need to go through the books by federal law, finding one who will may be another problem. They may or maynot want the coupon, as it is not technically a firearms transfer.
