Dunno about civil war. Unrest is probably a better term. Although post-Brexit vote, I’ve noticed that the tone coming from the UK has been a lot less jovial. Both there and on the continent, life in general has gotten a lot more serious and dour. My Ma is from Austria and all her family is still there. All her kin report that day-to-day, there’s a dark undercurrent and that people are generally uneasy between Ukraine, EU stuff, global economic conditions, etc. etc. etc.
In other words, I don’t think this is surprising but is probably more of a relief valve than a real civil war situation.
