She might consider either an S&W Model 60 snub nose in .357 or the Ruger SP101 snub with a 2" barrel, again in .357. Both are identical in size and profile, and are very easy to conceal. And both are stainless steel.
I'm not suggesting that she shoot .357 rounds mind you, - but shooting .38 spcl rounds from either of those guns is actually very soft shooting, - and even more so if you put a soft Hogue Monogrip on the gun.
Smith makes a .38 spcl version of the Model 60, but I found it to be smaller and harder to grip. Plus, the larger .357 versions give less kick due to their weight. That's something I found out when shooting the lightweight alloy version Airweight revolvers.
