In building it to be NYS complaint I would error on the side of caution as much as possible. Also make it complaint as you go so that you're never in a position to possess all the parts to build a non-complaint rifle. You can do this by buying the BCG last. There is a company out there that offers fake flash suppressors, perhaps someone here has the link.

The second rifle is fixed mag, so everything else should be cool. I just have to use a side loader thingy for it. Hopefully I'll get the hang of it.
