Why has no one asked the OP if the .22 is actually c&R eligible? If it's 50 YO or older there should not be any problem shipping to the guy.

The local mom and pop charges $10 long gun cuz it's cash n carry, $20 for handguns, extra paperwork, stores in safe for an hour or two while you perform your Oswego run to the County Bldg PP Dept. for your coupon and amended permit, then back to gun shop to pick it up.
