For the price of the lower, I wonder how many years you could afford to maintain the FFL07 / SOT03 to legally be able to drill the 3rd hole yourself.Relatively easy. Find a lower or complete gun you want to purchase. Let’s assume it’s at an FFL in the same state you are in, to make it easy.
Fill out 2 copies of Form 4, declaration of citizenship, fingerprint card, $200 check, mail to ATF. Wait up to 1 year for approval. Go to dealer, fill out 4473, get a NICS check (only in some states, exempt at Federal level), take full auto lower, go home.

And plan on spending $15K (the extreme bottom end of the full auto lower price range) to upwards of $35K for a nice Colt M16A2.

The answer would surprise you. FFL is $200 for 3 years, and that seems cheap. Then come the add-ons. $500 per year in special occupational tax to ATF. $2,250 in ITAR registration fee, if you are a manufacturer. $100-300 per year in local occupational license. In most places you will need to have commercial space due to local zoning, so figure that's a minimum of $4-5K a year in rent for a very basic place. Add an accountant for mandatory sales tax filings, even if you don't have any revenue. Expect to be inspected by ATF on any particular day, and be ready for that.
If you ever have the opportunity to buy a Ferrari or Lamborghini don't. It wastes alot of gas and you're not a race car driver.
