Remember - NYS Penal Law bans all manner of possession of handguns, and then adds back exemptions. One of those exemptions is for permit holders. They just want the law enforced with a strict reading.

See someone carrying? Assume they've violated the law unless they can prove they're exempt. See someone with tinted front windows? Assume they're in violation of the law unless they can prove they're exempt.

That said, I think it's ALL bullshit.

If You see an ordinary person "carrying" in public , they are violating the permit rules or have no permit. How does one suspect someone is "carrying" if it's concealed properly ? Over 30 years ago when issued a Concealed carry, I was told by the interviewing Sherriff and Permit clerk the same thing...concealed means concealed.

Why NYSRPA didn't include a claim that the default illegality of handgun possession is unconstitutional, I'll never know. It's been blatantly obvious since Heller. This should be the response to that tyrant's temper tantrum - rip out the bedrock that the entire permitting scheme is built on.
