If You see an ordinary person "carrying" in public , they are violating the permit rules or have no permit. How does one suspect someone is "carrying" if it's concealed properly ? Over 30 years ago when issued a Concealed carry, I was told by the interviewing Sherriff and Permit clerk the same thing...concealed means concealed.Not to defend her, the memo, or any of this other bullshit, but it is technically correct.
Remember - NYS Penal Law bans all manner of possession of handguns, and then adds back exemptions. One of those exemptions is for permit holders. They just want the law enforced with a strict reading.
See someone carrying? Assume they've violated the law unless they can prove they're exempt. See someone with tinted front windows? Assume they're in violation of the law unless they can prove they're exempt.
That said, I think it's ALL bullshit.
