Never mentioning that just like Heller, the case should have been about not giving local officials capricious and arbitrary discretion over who can touch, possess, purchase, own bequeath, receive, a handgun based on a showing of "proper cause" in the application to carry concealed supplied to said local officials.

So the case tells the SCOTUS, we don't care about the fact that local officials have capricious and arbitrary discretion over who can touch, possess, purchase, own bequeath, receive, a handgun based on a showing of "proper cause". We just don't want restrictions on our right to carry concealed outside the home.
