Is Ruger AR 556 Model 8523 (Fixed Magazine) NYS Compliant?

Hi there,

I'm interested in AR 15 and want to try one. I know the original AR 15 is illegal to posses in NY. I found the Ruger AR 556 and found there is a Fixed Magazine model and it says it is "State Compliant". But there is no explain that says which state it is complaint. Below is the web link.

Is there any one who has this rifle in NYS without any law problem?

The Ruger you linked to is CA compliant. It is NOT NY compliant.
You will not be able to buy that Ruger in NY as I'm sure no vendor , online retailer or FFL will get you one.

In CA , they can change mags once the upper and lower are separated .
Ruger uses the Juggernaut Tactical kit that replaces the rear take down pin with a spring loaded one along with mechanisms that disable the mag release button when the upper and lower are closed.
By pushing their button, it allows the upper and lower to be separated by 1/8" or so ---- not a firearm now as it cannot be fired ( or something along that line) , the mag release is now functional. Swap the mag, close the action. Rock On!

The wording in NY laws for full featured rifles ( all the stuff Free States can have, pistol grips, muzzle brakes, front grips, adjustable stocks) says that magazines cannot be inserted.
We use items like the Maglock kit (may not be legal), at set screw in the mag release button to prevent it from being pushed in ( button must be drilled and threaded) , a Tnut ( replaces the magazine release button and prevents the mag release mechanism from moving), among other methods.
"Bullet Buttons" are a no go as the magazine can be removed/ inserted.

If the mag release mechanism cannot move, you cannot remove or install a magazine therefore the rifle should be full featured compliant....should.
NY State has not provided us with an official accepted method to lock the mag so we're just winging it.

So Yes, we can own and use "original AR 15s" with slight modification.

(a) a semiautomatic rifle that has an ability to accept a detachable magazine and has at least one of the following characteristics:

This gun allows you to ACCEPT a detachable magazine. Look at the video below. It works for California because their law says that the magazine can be removed if the firearm is disassembled. Ours does not.

I was told that when receiver has been opened, the gun becomes to parts, not a rifle, so we can have it in NYS. I almost believed it.

Technically it does with logic but with this particular device, once you remove the magazine and click the lower to assemble it back together again, you now have a semi automatic rifle with the ability to accept a detachable magazine since the magazine well will be empty.

Why give up?
Buy a compliant one from many sources or spend the $20 for a mag lock and utilize your 2nd amendment rights.
Its not that big of a deal.

Why?

Build one, go to Runnings and buy the appropriately sized nut for the threads on the mag lock for less than $0.20. Tighten down so mag lock won't move (after you put a mag in there, of course), and you're good to go. The rifle will no longer be able to accept a mag, nor have the one in it removed without tools.
Load it by separating the two receivers or get one of the various speed loaders.
Make sure you use a mag that allows for the bottom and spring to be disassembled in case there is a jam.

According to how it’s written without adding any other logic or feelings to it... Yes.

Not yet. Wait a years or decades and they will be just like the gravity knife issue in NYC. The original law wasn’t intended for it to ban regular locking folders. It was intended to ban WW2 paratrooper gravity knives. Decades later the words were taken literal and all locking folders were banned.

Remember. The original draft of this bill had a definition for what a detachable magazine was. It was later scrapped to stop the bullet button.

My M1A has a detachable mag with no other features an d has been deemed compliant. LRB arms in LI manufactures the compliant faux FH that has been classified as compliant with the SP.....I believe. Either way I don't care anymore .....
I just want out of NY like the princess wishes.

What I do for NY customers is fix a 10rd mag to any AR platform. Mine does not drop the mag when you open the top. You would have the drill it out with a machinist bit since it hardened steel. I tried a Cobalt drill bit to test it out and it could not drill it out.

That's how dds ranch sells his up here. I just buy his maglock and don't fill the hole in. Law doesn't say I have to.
