Yes that is nice, responsibility and accountability is how you shape good future citizens. But also lets no paint it so beautiful. In Rusia they have wide spread huge problems with drugs, alcohol, crime.
There are a lot of the same monumental problems the west is facing. We just dont see them in the most popular indormation channels.

Yes they have been doing this for a long, long time, all the way back to USSR days. There has been videos circulating of school children doing assembly/disassembly since the advent of the internet.

The country remembers being invaded and suffering extraordinary casualties in WWll. If you read about the differences between the USSR and USA during the Cold War in "Nuclear War Survival Skills" by Cresson Kearney, you will read that in the USSR there was a multi-faceted annual civil defense drill that everyone was required to participate in. All the new apartment buildings were built with fallout shelters that could accommodate 110% of the building's normal residents to account for visitors and people in transit. Every build had a civil defense warden who was one who must be obeyed. The Moscow subway system was built as a catch-all fallout shelter with blast doors, medical facilities, kitchens, dormitories... Beneath the civilian system is a military transit system.

The American Gov't expected 90% of Americans would not.

I used to date a woman from Poland who graduated from high school when Poland was still a member of the Warsaw Pact. One of the requirements to graduate high school was to be able to field strip and reassemble an AK47. 20 years later she could still do it.
