When those actions directly impact others they should be penalized. Traffic is bad enough already. Now with people just stepping off the curb whenever and wherever it'll take 10 minutes to move a car 10 places in traffic.

I don't have a problem with jaywalking, I have a problem with people holding up traffic. If there are no cars coming, feel free to cross the street wherever you want. My problem is when people cross the street causing traffic to stop with no regard to the 5000 lb hunk of metal heading toward them.
