Police don't shoot to kill, they shoot to stop. Center mass is the most effective way of doing that. Sometimes that causes death. Personally I've only seen a small number of unjustified shootings.

Don't want to get shot? Don't commit crimes for one. If an officer is going to arrest you, don't fight the officer, let them arrest you. The time to fight it is in court, not on the street.

Most people don't realize it takes a lot more to stop someone instantly than it does to kill them.

It doesn't do you any good if your attacker dies 1/2 hour later in the hospital if he managed to stab you a dozen times first.

Hunters on the other hand are well aware that you might get a fatal shot, and still have to track your target for a mile.
