Payment should come out of the personal pockets of the elected public officials making bad decisions. They should be required to take out personal liability insurance. Politicians making millions while in office could be held accountable for malpractice.

I would imagine because Tax Payers pay for that service, cutting the force to allow violence to get out of control just to save money is not good cause. Thus now Judge says go to court and get some money Back. Watch city will settle out quick.

I think the theory is that while there is no duty in an individual case, the city does have a duty to the general public.

So, they are OK to say "we're not coming to your call", but they can't just say "we're not coming to any calls".

Or, have the local city legislature deplete the police force to the point that civil order cannot be maintained and rioting is unchecked.
