I've found that people who are really insecure about themselves do that a lot when having regular conversation. This way there is no awkward silence after they speak and it gets others on their side during conversation.
Of course, Oprah didn't follow up at all....; do you own a gun? What kind? Do you have a license? What do you say to average citizens who aren't allowed to own firearms to protect their homes, etc.
