That article was a whole lot of word salad, dancing around the fact that informal, non governmental militias, which would include any group that may come together to protect their communities, i.e. neighborhood watch groups, social organizations, and even the Elks Club ( "...there were privately organized militias: They were “like the Elks Club.”"), are not under government control. They keep saying stuff like "militaries have to be under government control", but militias which are not part of the National Guard aren't military.
Regardless, it would have been helpful if they would have quoted the part of Rittenhouse's defense where they claim he says he was part of a militia. Are they suggesting he is part of a traind group, or a bunch of people who answered the call to help their neighbors?
It doesn't matter though. The intent of the article wasn't to educate, but rather to further the agenda - that .gov has to be in charge of everything.

Local government essentially deserted the city. Total dereliction of duty. I'd like to see a malpractice suit against the city and individually against the city leadership for property loss and loss of life. A class action suit by the citizens and beef it up from the insurance companies to put some corporate dollars behind it. I'm thinking civil rights were violated as well.
