50 rounds of 9mm weighs ~ 1 pound (according to my antique kitchen scale and rounding down a bit).

If I were to turn in 300 rounds of 9mm the first 250 (5 pounds) would be free but that last 50 (1 extra pound) would cost me $5.

Now, if I'm following this right.................. I would be paying the county $5 to give them 300 rounds of factory 9mm ammo that on today's market I could, instead, sell for about 50 cents a round or $150 for the whole 300.

And I am to believe that the county employees who are probably all hunters and gun owners are then going to send $150 worth of perfectly good 9mm ammo to the incinerator and not a single box is gonna get misplaced in the process.

This scenario was my first reaction also...2 or 3 guys who just discovered the scarcity of ammo coming up with a "cunning" plan to get some.

This doesn't surprise me at all. Why? Because LaCrosse county is home to...(drum roll please)...Madison, WI. Madison is a very liberal college town in Wisconsin. They cloned Berkley, CA, and dropped it in WI, and called it Madison, and that's what you have today.

I would not be surprised if a bunch of dumb ass college liberals raided their dad's ammo supplies just so they could turn in some ammo to take a picture of themselves doing that, so they could show it to their friends and post the pics on Fakebook.
