Legality of private individual ammo sales from outside NY state to inside NY state

New here... I hope this isn't one of those repeated topics. If so, my apologies.

Wondering about any issues (legal) with an individual, say from TX (Texas), selling ammo to an individual's house, say in Buffalo. A private sale, door to door. It's very hard to decipher what I'm seeing on internetweb, nothing which specifically addresses this... but only 'if you sell ammo IN New York, blah blah and 'online sales need to be delivered in person', but that makes me think if you buy from someone else in NY. Thoughts? Got truth?

I'd like to see some links to regulations that say this type of thing is OK or not OK, or not regulated, or whatever, if of course that is the case. Thanks!

Well, since I had to Google that... from what I read, no. No, it's not. Definitely not.

Thanks, I'm aware of this. Understand I probably need to go to a UPS hub even, rather than a local UPS Store. Might depend on the Store.

I think most laws in NYS are purposefully written to make you wonder if what you are doing is actually legal. Same reason some places will ship ammo to NY and other won't. Gray areas are created by design in Albany. FUAC.

So in America things are legal unless there is a law saying they are illegal. You will not find anything saying it is ok for Joe Blow to sell you his ammo across state lines. You will find manufacturing and selling ammo without a license is illegal. So if he is selling you ammo he reloaded one night while drinking in his garage and he is not a licensed manufacturer that would be illegal for him to do so.

I have, and did again. I just don't see enough that addresses purchasing from someone outside the state. Arrrgh... as noted, purposefully unclear, I'm sure.

there is no Ammo buying/tracking Database in place as of yet per the FUAC Un-SafeAct in NYS .. FUAC blew the budget .. .. all sales are legal .. just ship it ORD ..

The only restriction on private or mail order ammo sale in NY is in the SAFE act. By law it doesn’t take effect until they implement the ammo back ground checks that are in SAFE (i.e. the state police declare the system up and running). They have not done that, yet.

It’s perfectly legal. There are many companies that ship to NYS. Some don’t because they don’t want the hassle. NYC many won’t ship to. I buy almost none of my ammo in stores because it’s so much cheaper to get it in bulk.

This is the law. What it means in short is that the state wanted to create a BGC system for buying ammo, and that after 30 days of the system being implemented all ammo purchases from a dealer or retailer of ammo MUST go through the BGC system. The system was never implemented so there are no restrictions on buying ammo from a dealer and getting it shipped to your home. Even if the system went live there is nothing restricting private sales of ammo from person to person.

No later than thirty days after the superintendent of the state 6 police certifies that the statewide license and record database estab- 7 lished pursuant to section 400.02 of this article is operational for the 8 purposes of this section, a dealer in firearms licensed pursuant to 9 section 400.00 of this article, a seller of ammunition as defined in 10 subdivision twenty- four of section 265.00 of this chapter shall not 11 transfer any ammunition to any other person who is not a dealer in 12 firearms as defined in subdivision nine of such section 265.00 or a 13 seller of ammunition as defined in subdivision twenty- four of section 14 265.00 of this chapter, unless: 15 (a) before the completion of the transfer, the licensee or seller 16 contacts the statewide license and record database and provides the 17 database with information sufficient to identify such dealer or seller, 18 transferee based on information on the transferee's identification docu- 19 ment as defined in paragraph (c) of this subdivision, as well as the 20 amount, calibre, manufacturer's name and serial number, if any, of such 21 ammunition
