Loaded with "High Capacity" magazines....

Ok, I'm fairly clear on this except for what I'm thinking is a gray area. First there are no such thing as High Capacity magazines! If the manufacturer intended for a gun to be carried with 15 or more bullets then is a "Normal Magazine"! Case in point a Glock 19, standard load is 15.
New York says only 10 rounds, I'm clear on that. But say one is traveling into Pennsylvanian or Ohio where there is no magazine load limit. Is one legal to carry more than 10 rounds? Reason the question is being asked is because most out of state permit holders are required to follow the laws of their home state. Thus a person with a NYS Concealed Permit would be required to carry no more than 10 rounds in a magazine?
Lets put aside the issue of being able to carry a "Normal Magazine" in NY. For this conversation the magazine would never be in NYS. Buy a High cap in either PA or OH and get rid of it in either state before entering NYS.
My thought is that State Law in PA or OH would dictate over NYS when one is in either state.

You’d more than likely have to follow the laws of the state you are in.

Your first misconception: you have to follow the gun laws of your home state.

once you are out of NY their mag limits do not apply to you.

You are required to follow the gun laws of the state you are in at the time. No other state can enforce their gun laws upon you in another state.

The only time you are required to follow the gun laws of your state of residency ( when you are out of state) is when buying a gun, then it has to conform with the laws of your state of residency laws. That is Federal law.

Carry what you want when you leave the NY Gulag, be legal in whatever state you are in when you do. Be legal with whatever you have when you return to the prison camp.

There is no more than likely. What is PA going to look at you and say oh boy first let me look up YOUR states law and make sure you are good with YOUR state while in this state which has less strict laws

You'd have to never make a right on red if you were a NYC resident. You'd have to pay 8 percent sales tax instead of the 6 percent that the state that you are visiting collects. You'd have to follow NY hunting laws which would break the laws of the state that you are hunting in.

It doesn't work like that. You are only subject to the laws of the state you are in.

Alrighty then, the requirement for having a Non Restricted Permit in order to obtain an other states permit is only for "Background" reasons? The non resident state wants to insure they are not issuing a permit to some one who can't legally obtain one.(?)
I am aware that one must follow the laws of the State they are in at the time. So home state law does not apply. Nothing in any thing on reciprocity (In PA or OH) says there is a magazine limit on out of state permit holders. Thus the limit is only what that state says it is and in many state there is no limit.

I noticed that even on many gun websites, both forum and online stores , anything over 10 is said to be "high capacity" even though standard capacity for over 40 states is up to 20 for a pistol and 30 for an AR.

Is the STANAG AR magazine 30 rounds?

When a lie gets repeated over and over, it becomes truth. Now standard capacity 30 Rd magazines are high capacity. In 20 years, 10 Rd magazines will be high capacity magazines after they pass laws to to limit you to 5.

I thought they, the gun shop, would not sell a standard round magazine say 15 round to a NY resident... maybe Im way off On this but given all above can you go to say PA and get a std round mag to carry while in pa and you leave it there coming back into "prison camp".........I know you cant possess that mag in NY but can you even get it in another state being a prisoner of NY. I THOUGHT that they would not sell to you being from NY after show a NY ID.........

Owning a magazine isn't illegal, hell I do believe even a felon can buy magazines. Why would they need to see an ID to buy a magazine?

Yes. You can buy any magazine out of state. They don't ask for your license. Some border state small shops do but they only do so out of fear. You can go to Cabela's in Pennsylvania and walk out with all the magazines you want. No questions asked.

I knew the phrase "High Capacity" would draw some flack. If it came from the factory with a 1000 round magazine then that would a standard magazine for that gun. High Cap is IMO anything more than the gun was (from the factory) made available for sale. Anything less then what the factory intended is a restricted magazine, Glocks with 10 rounders. Am I clear yet?

You're right. I didn't word my original post very well. They're like the talking M+M's, they do exist!
Could be argued that what round count you carry is "Standard" and every other term is just a Lib grab line!

Doesn't exist.

You can get non resident permits with a restricted permit, but some states like PA it depends on the county if they will issue with restricted. Restrictions have nothing to do with the law and the policies of those states don't either.
