Ok, I'm fairly clear on this except for what I'm thinking is a gray area. First there are no such thing as High Capacity magazines! If the manufacturer intended for a gun to be carried with 15 or more bullets then is a "Normal Magazine"! Case in point a Glock 19, standard load is 15.
New York says only 10 rounds, I'm clear on that. But say one is traveling into Pennsylvanian or Ohio where there is no magazine load limit. Is one legal to carry more than 10 rounds? Reason the question is being asked is because most out of state permit holders are required to follow the laws of their home state. Thus a person with a NYS Concealed Permit would be required to carry no more than 10 rounds in a magazine?
Lets put aside the issue of being able to carry a "Normal Magazine" in NY. For this conversation the magazine would never be in NYS. Buy a High cap in either PA or OH and get rid of it in either state before entering NYS.
My thought is that State Law in PA or OH would dictate over NYS when one is in either state.
