If you remember during the Clinton Years, the Federal Government ala the DNC provided money for PSA's inside of movies. In other words, they were using taxpayer dollars to promote what they deemed as the flavor of the month. The result of all of that? Everything from BHO to women screaming wearing giant vagina's. BTW very similar to Andrew, using Taxpayer dollars to run NY is Open Ads in California. Why? so when he runs for national office they will know his mug. Corruption? You betcha. Not in NY however, just the way things are done.

Cuomo made an exception to his "safe-act" so his anti gun Hollywood movie producers could use "assault weapons" making violent shoot-em-up movies in NY. A Hunter Safety Instructor from another state can't do that.
All these Empire Zones, incentives, and development schemes are meant to keep the powers that be in power using our own tax money. How'd you like to be a company that didn't get the tax break or grant that your competitor did? And often times it isn't new business coming in, it goes to businesses who threaten to leave. Even when it is a new business, it is work taken from another region so while we may benefit locally, the national net net is still flat.
A few years ago I had a discounted office space in a high tech development hub. The State actually gave a large grant to an entrepreneur who would "bring jobs in" with his... outsourcing offshoring tech company. That's how stupid and/or corrupt they are.

Business incentives are basically all political payoffs (imo). Want to help business flourish in this state and elsewhere?
1. Cut taxes and regulations across the board (this in and of itself may be enough).
2. Invest in infrastructure (roads, bridges, rails, high-speed internet, etc.)
3. Invest in education (quality education meaning STEM fields and skilled trades not "womyns studies", Comparative Africana Marxism Studies or the various other special snowflake/social justice warrior majors)
