This and other sources I've checked say that it is perfectly acceptable to hand the USA flag vertically. Not sure what the issue is here. Unless you are saying they have the union on the wrong side? But I haven't seen anything that specifies which sied it should be on while hanging vertically, except for when hanging over a road. Which states it should be either north or east depending on the direction of the road.
