Making Upper NY Compliant

So I've finally got my 9mm upper from PSA and I also got a thread cap. Anyone know a gunsmith in the Westchester area who could permanently attach the cap and remove the bayonet lug? I'm just itching to shoot this!

Don't do it (the bayo lug) with handtools, you'll end up dinging up the barrel underside. Use a rotary grinder. JB wield the thread cap on.
