I'm confused
It's stated in the article that the victim was shot on the 90 in PA but was met by EMTs over 100 miles away, with the shooter being apprehended many 10s of miles after that. Does that seem right?

I'm not trying justify his actions, but until you've spent time in a big truck and put up with all the bullshit and road rage, you have no idea the amount of shit he's put up with. I can understand how and why of this.
