Yeah, I understand, but neither section was actually covering the penal element. One was from an early basis section and the other from the new mandatory retail posting.Sorry, you're wrong.
Section one is the "why" justifying the rationale behind the law, section two is the "what" in how it is implemented.
For this penal change, you are ok unless there are the identified probited persons or minors under your roof. Otherwise, if the gun is not in your possession, the bill is looking for either 1) storage in a locked safe / container or 2) "rendered it incapable of being fired by use of a gun locking device appropriate to that weapon."
