But the concept of a sanctuary city is to provide refuge to “needy persons from out of state.” (Illegal aliens would meet this definition.) So, the “Sanctuary City” laws passed by New York supersede section 149 and render it void. How can you provide refuge if you are going to obligate private citizens to “support him at his own expense”? The Sanctuary City laws are intended to cover those expenses so that the city taxpayers provide the support, rather than private individuals.

How about we pay NYers relocation fees to other states? I think that makes a lot more sense to me. I'd rather spend the money on that.
