When we were in Haiti, we'd capture weapons from the War-Lord's thugs, surrender them to the Local "Law Enforcement" who would turn around and sell them back over and over...
Knowing that Firearms are tracked from manufacturer to distributer/wholesaler to Dealer would throw flags that are reported to ATF for volume sales, and that no exports of Guns are conducted without the blessing of the State Department that I don't believe the quantities claimed didn't get across the Border without the US Govt. KNOWING and having a hand in it.
