I first had to look up local EMS for the area just to check to see if they were EMS and not a different PD agency helping EMS out but the uniforms match Hennepin Healthcare EMS. It look as like they opted to load and go which would be done at an unsafe scene in this case I personally don’t think that was necessary (based only on the limited video). I can’t tell if it’s an ALS or BLS unit but either way the basic ABCs don’t seem to have been done on the street he does appear to either be stone cold knocked out or in arrest already. at the very least basic airway mgt and if pulseless compressions should have been started and A first shock if indicated before loading. Most of us would opt to begin the advanced stuff in the truck out of public view but it just seemed like they were the old funeral home ambulance scooping and running.I’m going to see if I can find an industry article with any info maybe details the video doesn’t have

I found the Hennepin County EMS Protocols for ALS providers. Section 2030 (page 19 of the document I found) is entitled "LIMITING RESUSCITATION MEASURES AND DNR".

A. Cardiopulmonary Resuscitation (CPR) will be promptly instituted for all patients found in
cardiac arrest unless reliable criteria for the determination of death are present, or if a valid
DNR or No CPR order exists.
B. Reliable criteria for the determination of death include:

• Lividity
• Rigor
• Obviously fatal trauma
• Absence of vital signs in a trauma victim upon arrival of EMS personnel despite a patent airway

If that was the case (I didn't read the article) I didn't see a whole hell of a lot of urgency. I would have also liked to have had him boarded - It makes managing flopping limbs easier. It makes moving the patient to/from the gurney easier. And it makes compressions easier. Effective CPR on a gurney without a hard backing is difficult at best.

I'm NOT saying there's fuckery afoot. I'm just saying that if it was my truck, it probably would have been handled a little differently.

The whole thing was very nonchalant looking. Personally I would have put him on a reeves or board as well although that’s a preference thing. The officer not immediately getting out of the way may have been a part of it, he kinda hindered the initial contact it’s obvious the dude wasn’t going anywhere.

Edit: After reading the article again ( FD said dispatch was for a mouth injury) and some other comments and watching the video over I’m going to guess the medic got cought with his pants down sorta speak thinking it was a minor injury he was sent to. He approached the pt no monitor or bag then has an oh shit moment leading to the decision to just toss him on the stretcher and move. Not saying I agree with the methodology but I’m pretty sure that was the scenario. It’s always the call you think is gonna be routine that slaps the cocky back out of ya

There is a fine line between induced un consciousness and death. Hitting someone hard enough to knock them out is a mere fraction from hitting them hard enough to kill them. Chokes especially carotid chokes are very similar. Young and healthy individuals are usually more adept at regaining normal function after the incident and older people perhaps with some health issues not so much. In any full contact sparring or grappling there is always a referee to monitor this. Sometimes someone fails to "tap out" and gets choked out. the referee (or instructor) is there to make sure the hold is released immediately. No one would ever allow for a choke especially a carotid choke to be held for three minutes after the loss of consciousness. The video shows this being held for several minutes after the victim was unresponsive. The officer applying the choke should have stopped immediately (IMHO this type of submission should only be used as a last type of thing). He is guilty of at least manslaughter. The other officers should know how dangerous a situation this is and immediately stopped the officer once the victim was unresponsive. They are also guilty of at least depraved indifference.

Doesn't matter what he died from, could have been a heart attack and it wouldn't matter.

It's actually unlikely it was asphyxiation anyway. He kept saying "I can't breathe" which is evidence that he could breathe.

It does sound like it was a "blood choke" not an "air choke". It wasn't his airway that was compromised, it was his blood flow.

But, that's all irrelevant. If he died while the officer was using criminally excessive force, then the officer is guilty of some form of homicide.

Just like if the cashier dies from a heart attack while you are robbing the store.
