Since watching the TV Series, Turn, I have been doing a lot of reading about the times of the Revolution.
I am thinking that there are many things that could be repeated from that timeframe.

I can think of much better things than that.
I loved the instant justice. Charges filed, court proceedings and punishment, all in a few hours. (One example).
No real LE, if there was an issue with others, that was taken care of all without the need of others.
Hangings for treasonous activities, huge fan of this one.

Lets not get to crazy here. The cartels on their turf, have a massive army of poorly educated "soldiers" ~~~or cannon fodder....
My suggestion would be, small teams hitting the edges of the cartel territory. with the occasional drone strike would put every cartel on notice............or use this approach

You say that like it's a bad thing.
Not a fan of that idea, I see a TON of potential for abuse that outweighs the potential good.
Civil asset forfeiture abuse comes to mind right off the top.

But, a private individual operating under a letter of Marque can be sued if they cause collateral damage, or go after innocent people.
That actually makes them more accountable than actual government employees.
And it also means that the government doesn't have a vested interest in covering up their mistakes. If they violate the law, they don't get to investigate themselves and find they did nothing wrong.
