I have a permit so I can skip NICS checks and have reciprocity, but you don't need one to CC.
Also, I was legally CCing here for months before we got our permits.
The permit requirements were crafted specifically to allow the widest possible reciprocity.
Oh, and NFA is shall issue.
Not sure how you can get better than that without fixing stuff outside the state.
