It is possible to get a New Jersey Permit to Carry a Handgun. No special credentials needed other than being a law-abiding citizen.
No distinction between resident and non-resident. Non-residents apply at the non-toll-road state police station nearest to them.
Qualification is at a private range, I used RTSP in Randolph. Qualification took and hour, and was not difficult, but fair and straightforward.
Four references, fingerprints through Identigo, mental health records check and a two-page application. $200 money order.
Drop-off app in person, pick up permit in person.
Two and a half month wait. Good for 2 years and the process begins again. Best part is there was never a sense of push back you get at NYPD or Suffolk (NY) both of which I have had NY licenses through, and both were much less pleasant than the NJ experience. NJ Troopers were friendly and supportive.
You have to have a NJ FID card first, mainly so you can go to the range with your own handgun. Transport rules are very strict the first time (locked box/trunk/no stops, etc), because you will not have a Permit yet. The second and subsequent qualifications, you can carry to the range and stay at a hotel nearby without legal worries if you wish.
