I just got off the phone with a Sergeant from the Licensing Division.
I called to see whether or not I could purchase just a serialized pistol frame rather then an entire handgun.
I was told no because the serial numbers on the slide and barrel would differ.
Right off the bat this affirmed my belief that they do not know shit about firearms. I went on to explain that not all parts on all handguns are serialized. That there are some companies such as Glock who choose to serialize the slide and barrel to match the frame, but there are also many companies who do not participate in this practice.
The Sergeant went on to say that this is something that is going to be put into the administrative code for NYC in respect to handguns. You will no longer be able to change parts out in your handguns.
