Another Amendment, No State, city, or town shall have the ability to restrict the movement of the people.

I would end Supreme Court Justice lifetime tenure as well as all Federal Judges.

I would add a Balanced Budget Amendment. No matter what, no additional money could be spent.

A new amendment barring all tax payer dollars from going to foreign nations except for humanitarian aid for a serious disaster.

What the 2A needs is teeth, not clarity.

It is plenty clear to anyone who isn't willfully trying to misinterpret it.

And someone willingly trying to misinterpret something will always succeed.

The 2A needs to be enforceable without the cooperation of the very people it intends to restrain.

I.e. it needs to so code the right of self defense as absolute, and codify that attempts to violate it constitute a clear and present danger to all Americans.

I.e. it should be a defense at trial that the person you killed was attempting to violate the 2A. Whether that person is a congressman, a federal agent, or the dog catcher.

- The primary pushers of it were none other than the GWB administration
- The bill was introduced by a Republican
- The bill passed in the House by a vote of 357-66. Only three of those 66 "nay" votes were Republicans.
- The bill passed in the Senate by a vote of 98-1, with the sole "nay" vote coming from a Democrat.
- The mass phone data collection provisions were finally (mostly) removed in 2015, under President Obama

The point: this was very much a Republican law.

Now, I'm not sure if your intended point is that there are very few Conservatives, only politicians... in which case I would agree. But your original question asked "which Party is ignoring the Constitution whenever they want?"... and the answer is, "BOTH."
