That would need to be in the State Constitution for the legislature to not be able to ignore or even rewrite a new law.
I was under the same impression. Could have sworn I read it in the NY Constitution years back, then went looking for it to quote it and was gone.from what i understand it WAS in the State Constitution and then it was moved to the Civil Rights of NYS ..

26.5 without a shoulder stock I believe is an "other" and doesn't need to be on a permit for the same reason a shockwave doesn't.Interesting to note that they consistently refer to "concealable" guns. The federal regs refer to anything less than 26" as "concealable". My AR pistol is 26.5". Does that mean I don't need it on my permit? It's not concealable.
