New York State Police Newsroom: New York State Police Investigate Shooting Involving Trooper

(Binghamton, NY – January 28, 2019) Shortly after 6:20 p.m. on January 28th, a New York State Trooper observed a vehicle wanted in connection with an unauthorized use of a motor vehicle complaint. As the Trooper attempted to stop the vehicle, the vehicle took evasive action and subsequently stopped on ST-17 eastbound in the town of Kirkwood. When the suspect vehicle stopped, the driver opened fire and exchanged gunfire with the Trooper. During the encounter, the suspect sustained wounds that resulted in the suspect’s death. The Trooper was transported to Wilson Memorial Hospital for treatment of non life-threatening injuries.

Identification of the suspect is pending family notification.

Additional information will be released as this investigation continues.

I tried to avoid the traffic back up on the eastbound ramp from I81s to 17 by getting off at xt 2 and swinging around at the Loves, that didn't work I still got stuck there for about 40 minutes. Ya should've seen the look I got when asked why I was late "there was some dead guy laying in the road". Never a dull moment last summer I couldn't leave the truck stop where I was parked because a guy was shot and killed next to my trailer, it took awhile for them to find the gun and determine it was suicide.

Police identified the firearm Philhower used as an SKS military style semi-automatic rifle affixed with a high capacity magazine and a bayonet bolt, making it illegal under the New York State Safe Act.

The firearm was also not registered and Philhower did not hold a pistol permit. Police are still investigating where he obtained the weapon.

Bayonet bolt doesn't mean shit with an SKS being legal and never needed to be registered. And what the hell does "Philhower did not hold a pistol permit" have to do with anything? Last I knew an SKS is a rifle

Not sure about that area but around here SP doesn’t have dash cams at least not on most units. If that’s changed it was fairly recent
