They'll use this to set the stage to flip the script, meaning at a later time, if you don't register, like voting, you'll be exempt from being able to exercise your Right! They'll then add arbitrary attachments to it, like certification of shooting safety, safes, necessity, etc., in order to exercise the right. Yeah, they're doing that now, but this would put it all on a legitimacy scale (in their mind) unprecedented. This can be the only explanation...
