Most natural rubber comes from Thailand and Indonesia and surrounding areas. The USA produces no natural rubber, the trees don't grow here.
There are no domestic competitors producing raw natural rubber for use in manufacturing. Tarrifs on a resource we don't produce seems pretty stupid. All it does is put US manufacturers who use that as a raw material at a competitive disadvantage. If tire makers in other parts of the world can get the raw materials tarrif free and we can't... well... the outcome is pretty obvious.
