Buy a stripped lower here, buy all the parts you want here. Take them all to PA and assemble to your hearts desire. Transfer to your family according to PA law.

Why do I need to transfer to my family in PA? Can I not be the legal owner of the lower (now assembled into a complete firearm) and leave it with my relative's place?

Yes. I see no need to transfer. It's no different than buying a hunting rifle to leave in another state that you go to hunt frequently.

Yes. As long as you are not transfering ownership.
