It was mentioned last night on Lonsberry's show that Cuomo's endgame may be to bankrupt the towns and villages thereby putting them under State control and not local.

That is absolutely Cuomo's plan. He wants to make the County the lowest form of government and basically abolish Towns and Villages. For the record, I think most Villages should be dissolved but that's a story for another day. The Town should remain the lowest form of government.

Why is he doing this you ask? New York is a Home Rule state which actually conveys an incredible amount of powers to local governments. He can't outwardly abolish Home Rule but he can essentially gut the local governments which means folks have to rely on either the State (Cuomo's preference) of the Counties (Cuomo's second preference because they're easier to control from the State's perspective).
