North Tonawanda Permit Referances?

I have a friend who moved to NT about a year ago and she now wants to get her pistol permit. She knows plenty people in the county but NT has some weird rule that they require 2 of the 4 references to be city residents and it cant be anyone in her household. She is lacking on these city residents for references. Are there any social groups or like minded individuals she can meet with that would be willing to become references?

A lot of places around here have that rule. There is a shooting club on Oliver street in north tonawanda I’d recommend joining that. It’s super cheap like $40.00 a year and $1-$2 every time you shoot. I’m 2 miles over the boarder in Erie county or I’d do it.
