While it might be used to process a Background Check against a "muzzleloader" because it asks the same information, technically a Form 4473 is a Federal Document and any use other than a NICS Check is prohibited*. The State level Background check administered by third party provider Tyler Technologies does NOT contact the FBI/NICS system for Black Powder Arms, instead uses the State's own system that's also used to Ammunition BGC's.
* A NICS Check MAY NOT be used for any purpose other than the transfer of a Long Gun, Handgun, or "Other" Frame/Receiver. Air and Black Powder are non-guns and the system shall not be used for those per Federal Law.
Years back some female Trooper got stupid with a convicted Felon that took a shot at her with a Black Powder Revolver and the Legislature, never to miss the opportunity to fuck over gun owners made it illegal for Felons to possess or use muzzle loading Arms...there were already prohibitions on Black powder Handguns in that you could own one without a Handgun Licenses so long as you didn't have the stuff to load it, in that case it had to be on your pistol permit.

The problem is these moron just see a gun and crap their pants. I have an old percussion smooth bore rifle or shotgun posted above my fireplace on some hand hammered hooks. It just goes with the look and feel of my house.
My wife’s DC family cidiots came over for a visit and they about freaked out. They have kids and were worried about it being real and loaded. I told him calm down it’s from the early 1800’s and while real it sits there. I don’t know the caliber, it’s not loaded, and I don’t even have the materials around here to do so. There’s not even a way to make it go boom. They did but I could tell it made him vastly uneasy. This is what life dealing with.
