I would love to see one of these companies sue for damages for violating their rights.

It's not enough to sue for an injunction to stop the letters. That means there is no incentive for them to stop doing more of this type of activity.

The people doing this need to be held personally liable for the violation of the civil rights of these businesses.

I think it is time to setup a network of small, parcel pick up/forwarding business' along the free side of the NY/PA border. Flat rate, cash only, no NY tax, no customer records kept.
