I say what i mean. many refers to denials ... denials period. not any special or specific denials. And until the new judge stepped in to implement a carry process you where DENIED, where you not?

Half the Counties in this State issue restricted licenses! This Doctor was was denied a license period!

Hes not the first nor will be the last. My point being what makes him any different to the "many" who have been denied

I'd say this is the most likely scenario. All of us here seem to be getting hung up on the detail that this guy is an MD. Obviously doctors are held in a higher regard or status by society than someone who flips burgers but I get the sense that occupation is not as much of a concern in the permit process as we all may think. It's possible the fact that he's a doctor was either simply overlooked or more so, not a "qualifying" factor (which I think is fair) since so long as you are in an honest trade, it shouldn't matter what you do. Either someone he trusted to be a reference burned him or there was some detail in his background he didn't disclose.
Or an opaque, secretive process denied him his license for no good reason with no recourse. That never happens in New York, right?
Supposing your baseless assumption that a references secretly "burned" him were correct, does that justify either not informing the Dr. of the denial or more specifically the reason for the denial? Should one dishonest friend with a secret ax to grind or a hidden anti-gun agenda be able to deny another's gun rights, just like that?

Well, it's definitely opaque I won't argue there. However, you have to give me something more than it's "an opaque, secretive process" to have this basis you think my opinion lacks. Do people get denied? Yes. Unjustly so? Yes. Is what happened to the doctor wrong? Absolutely. Do the majority of applicants who have clean records and good references eventually get their permits? Yes.
As opaque and secretive as it may be, there is something not being disclosed here. Something or someone fucked him. Based on the article I can't give you a reason why, but I highly doubt people are just randomly denied like that by counties for the fun of it.
What, other than the nefarious, malevolent state of NY, could have caused this? If a judge called or met with his references and one of them for whatever reason said something to the effect of "I do not trust this guy with a gun" and gave reasons why, the judge would take that into consideration. Or if there happened to be someone involved in the process who for whatever reason had it out for the doctor, they could have pulled some bs and got him denied. Obviously that doesn't excuse or explain why he has no reason or recourse for the denial.
In anycase, I hope the doc sues and gets his permit and answers to why this happened to him in the first place.
You seem to be confusing license's issue with Hunting/ Target restrictions and the recent ability ( Since Aug. 2015) to take the advanced class to get the restrictions removed after you have your license one year! This Doctor got turn down because of a bad reference period and is not up to the Judge to inform him which reference it was! And after rereading the story I would GUESS the one that cried? Unless he read what the reference wrote on the form that they received he can not know for sure
We tell people in our class all the time make sure they have good references!
This Doctor falls into what I would call a FEW that get denied not MANY as you want to say! And he still can reapply in two years.

According to the article, you have to get a restricted license first, wait a year, and then reapply for an unrestricted. He applied straight for an unrestricted and got denied. It could have been due to a reference or it could have been because the judge didn't want to issue an unrestricted and used a reference as a denial excuse because he had to check something off in the generic letter. We'll never know.
But assuming one of his references did indeed lie about his character or never responded to an attempt to contact him, how can this judge be "Very Fair!" (Your Words) if he'll deny someone with one negative or unresponsive reference out of 4 or if he requires you to have a restricted license first? At the very least he could have called him and told him what was happening or issued him a restricted which in itself is not fair but workable.

Regardless of why he was denied, he was notified of the denial after the appeal period had elapsed. That's more troubling to me than the denial.

He might be a fair judge, but the process is corrupt. The judge is legally allowed to arbitrarily deny a permit to anyone he wants. The judge, clerk, sheriff or whoever else has their fingers in the process there do not have the right to arbitrarily deny the right to appeal.
Luckily for those in charge, there's enough obfuscation in the process that nobody will be held responsible.
I don't know this guy, I don't care about his issues.
@kev74 that I can agree with! And would hope it was a honest mistake. But even with an appeal this denial would most likely have stood.
This Dr needs to file a suit against the State. I think the part of the application in regards to references is stupid. Who the hell cares what some guy has to say about another. Run my information through the FBI, if nothing bad is there, give me my Fen permit!

Sue the fuckin judge for cause!! When judges are issuing pistol permits they are not protected from lawsuits as they are acting in a clerical capacity not a judicial one!!
