I like how NY does not offer out of state permits. So if I live in NH and want to go to PA, and can legally carry in both states, what would I do, mail my damn gun to myself?

Don't forget about the passport pictures. And the notary. The (required) Sheriff dept safety course. The FedEx to send and get back your reference signatures if like me all your best references live all over the country. And, in my wife's case, the $135 live fire course.

Your County accepts references from outside the County?
I've heard that many Counties will not. i can't be a reference for my friends since they are in Monroe and I am not.
I was able to use references form Monroe County only because I work there.

(Someone or someones) raised a stink about the in county, non family member references thing. Policy changed twice between when I started putting my packet together and when I submitted. In county only is arbitrary and counter to equal protection in my eyes.
For example say a single gal flees an abusive boyfriend and moves all the way across the state. Who is she supposed to use as references if she just moved there?
But if you and four friends decide to buy a compound together, you're good to go.

Yea that’s true technically, my mind got tripped up more on unrestricted vs a restricted licence, like a sportsmen’s or premises license.

Yes, but as we are all painfully aware, "arbitrary" and "counter to equal protection" are just S.O.P. for New York State.

Sure but Judge Reitz (who by all counts seems a reasonable and excellent public servant) was a a bit taken aback and a little flustered when a question based on the above was posed to him during a Putnam County Firearm Owners meeting in front of a bunch of voters. Policy changed (back) shortly thereafter.

When I applied in Oneida County references had to be in county unless accompanied by a letter stating why references were from other counties.

You are protected via FOPA and can legally transfer the firearm through NY as long as the firearm is locked and unloaded in the trunk and the trip through NY is continuous and uninterrupted and you are legal at both the starting point and destination.
Ssshhhhhhh.. people want to be extra mad about NY laws and so we have to exacerbate the situation

Not particularly useful for those wanting the facts quickly, and considering the points that do have an explanation attached are denoted as such.
I had a new young county sheriff stop me one afternoon when I was headed out deer hunting. Don't know why he pulled me over, I just came off the road I live on onto another rd. I was in complete camo. After giving him my DL, Reg & Ins. card he asked me where I was going. i told him hunting. Then he asked if I had any loaded guns in the truck, I told him yes. I had my XP100 35 Rem. in the factory brown case on the passenger seat. He stepped back put his hand on his duty gun and procedded to tell me it was not legal to have a loaded gun in a vehicle. I told him it was because it was a handgun. He asked where it was and I pointed to it. THen he wanted to see it. I think he about shit when I unzipped the case and carefully pulled out a 15" bbl single shot handgun . He took the gun and all my papers back to his car with him after I told him it was the only firearm I had in the truck. Almost 45 minutes later he came back to the window of my truck and handed me back all my papers, the gun in the case and 1 round of ammo he removed from the gun. Then had the balls to wish me good luck hunting the rest of the day. I told him it was now too late to go hunting thanks to him. I just looked in my mirror did a u-turn in the road and went back home. Guess he found out I was legal with a loaded gun in the vehicle.
