Why do we need this law? Is t it already illegal to 3-D print guns? What if they have no intent to break the law. I can see this getting reversed in 10-years then the lefties paying restitution because they held felons back. What if you use one at work and you lose your job now?

The State wants to be your god, and fully in charge of our lives, and to do this must have total control over anything that could thwart or subvert their power; to achieve this, they demand the serfs petition for permission under the guise of "public safety" (see Germany circa1938) after all, you're a guilty criminal until you can prove or pay your way into an indulgence from the bureaucracy.

The absolute contempt they have for their voters is on full display. Truthfully, you have to blame the ignorant voters. This idea that the state will require a background check for an item that isn't illegal to own and therefor has no standing denying ownership, shows you how far along the useful idiot model is at the moment in NY.:beer:

First Amendment issue? I'm going to use one to 3d print "FUKH" paperweights to hand out at the next election; are you tell me I can't unless I undergo scrutiny and permission from a political party hack?

Here is the summary.

So if it is capable of printing a firearm receiver then yes. A criminal background check.
