I can't answer that. Read and reread NY purposely vague laws and I can come up with as many legal interpretations as there are words in the statute. What it comes down to is if the guy shooting next to you is having a bad day and possesses the power to make your day suck as well.

I believe there are a few members of my Club that have MSR that the bolt locks back between each round and all they need to do is press the bolt release for each shot, not sure what this set-up is called.
I have seen it, it is Called “something I cannot remember” 5. It may have been Tier 5 but I cannot remember. I was working on this approach about a year before the company brought it to market. I actually met the owner at the Syracuse gun show one year. We talked for a while, very nice people. I think they were told by the Gestapo their product did not pass muster when it came to compliance. I have not seen them for sale in years.

I have no idea, that is what I was told by my gun dealer stopped Pursuing carrying them as a work around product. They still have one in the back room but it is not for sale.
It is an interrupted semi auto design and easily defeated. All one has to do is hold down the bolt catch and you are back to semi auto.

One of these is definitely on my list of AR mods. Pretty short list. It's a lightweight handguard and that. I'd love to turn my .300 Blackout into a lightweight, handy hunting rig, and I truly hate fixed mags.

The Fox Unit X1 utilizes a proprietary lower receiver that triggers the bolt to lock open after every shot. This renders the weapon a bolt action design by law. You can send the bolt home and feed the next round. It’s not a traditional bolt action by any means, but it’s fast, so damn fast. Much faster than any other bolt action on the market. As a bolt action, it can be sold in California with removable magazines, flash suppressors, and all the normal features you’d find prohibited by the state.
The Fox Unit X1 uses what Fox Unit calls the rapid bolt spring-assisted non-semi automatic system. This integrates a Magpul BAD Lever into the system itself. After a shot is fired, the bolt locks to the rear, and the shooter can send it home rapidly with the BAD Lever. This allows for a very rapid rate of fire for a bolt action design.
